This is not official but it looks like both the San Jose and RTP CCIE Testing centers are being consolidated into a single testing center that will be located in Cisco’s Richardson campus which is close to Dallas.
The only location a candidate can sit for a CCIE Lab in the North America in 2019 (not including mobile testing centers) is Richardson.
It appears that Learning@Cisco has decided that there is only demand for a single testing center in the US and therefore it makes sense to locate this in the middle of the country.
International testing centers do not appear to be affected (so far).

I don’t understand why they rebuild the examination site in RTP if they were going to close it. I was there in July performing my last attempt before the version switch so I had the opportunity to used the refreshed area.
My guesses are:
(1) New boss running the show, new ideas new direction.
(2) The testings centers have not been running anywhere near capacity so the consolidation was needed.
The infrastructure could still be there, but the actually place where you sit could be anywhere.
Currently everything is housed in San Jose and Brussels Would make sense to move all infra to Texas since it is a much cheaper location.
